Soler was Secretary of State for Sports and president of the Higher Sports Council (CSD) during the Government of José Luis Rodríguez Zapatero. In addition, Soler was an official in the city council of the Catalan capital and directed several sports areas of the Barcelona City Council, in addition to being a councilor of the Party of Socialists of Catalonia (PSC). In June 2014, he resigned from his deputy status to join FC Barcelona as director of Sports Institutional Relations. In May 2021, he was appointed general director of the CSD with the Government of Pedro Sanchez until January 2023.
