The Government terminated the body that sought to improve ‘social humor’ after the pandemic

The Government surprised this Monday morning with the creation of a new undersecretary, under the orbit of the Chief of Staff and with the aim of raise self-esteem and social mood after the coronavirus pandemic that hit the world and that in Argentina claimed the lives of more than 127,000 people. The initiative awoke strong rejection. Just hours after its release, there was a reverse and discharged the dependency that was not born.

It was called the Temporary Special Execution Unit Argentine Resilience. The one chosen to command the brand new area was Fernando Melilloformer ally of Elisa Carrió who presided over the Buenos Aires ARI and who left that political space in 2006 faced with the former deputy to join the government of Néstor Kirchner. Melillo was going to report to the Chief of Staff, Juan Manzur, and among his functions, as published early on Monday in the Official Gazette, would be to “incorporate the Resilience approach in order to strengthen state initiatives and improve its results, together with the different population and social groups affected and their organizations”.

Shortly after taxiing, the dependency was discharged. This was confirmed by the Chief of Staff, with a statement released late on Monday, after numerous criticisms from the entire political spectrum.

“It has been decided to nullify the creation of the Temporary Special Executing Unit ‘Argentine Resilience,'” they said from the Manzur area. And they limited themselves to affirming that “their functions will be performed within the scope of the Ministry of Health of the Nation“.

That portfolio is in charge of Carla Vizzotti. There were no further details of what the methodology would be for those functions or if there would be a charge.

In the fine print of the resolution, the Government tried to justify the approach of resilience in the State. They explained that it was due to the “globally catastrophic and subjectively traumatic impact that the COVID-19 pandemic has, aggravating all the indicators of the economic, social, health and educational crisis that previously affected our country and broad sectors of the population”.

One of the annexes to the resolution even went a little further: they explained that Melillo would work to improve the “social humor” and the “collective self-esteem” in addition to “state honesty and solidarity”.

Among its weapons would be the formation of a “virtual library” that would allow “the reception, systematization, availability and circulation of experiences and theoretical-practical developments on resilience”.

What’s more. The new body should “promote the incorporation of the community resilience approach in the different areas of the National State and in its relationship with civil society and its organizations.”

I would also have to articulate with “the different areas that make up the National Public Administration, Provincial States, Municipalities, the Autonomous City of Buenos Aires and with civil society organizations for the design and implementation of dissemination and strengthening actions that incorporate a critical, social and community approach of resilience”.

Resilience is not a foreign concept for Melillo. Years ago he insisted and worked with that idea, much studied by psychology and popularized in other areas in recent years. It is defined as the ability of a person to overcome traumatic circumstances such as the death of a loved one, an accident or other subjective impacts on the life of a human being. In a column he published in the newspaper Page 12Melillo gave the Mothers and Grandmothers of Plaza de Mayo as an example of resilience for having transformed “pain into reparation, with memory, truth and justice.”

After criticism, the project was put on standby. And it was dismantled at night. First, with rumours. Later, with the statement reproduced by a very brief cable from the state agency Télam, although with a uncertain future in Vizzotti’s organization chart.

When Bregman returned to Twitter a couple of hours later, there was nothing. “Really? Now who is going to heal our broken hearts?”, he asked himself.
