The Government speeds up the deregulation of social works and puts pregagas on alert

The measure aims to ensure that workers can freely choose between the services of a social work or a private medical company from the moment they begin an employment relationship and without restrictions.

However, the draft of the rule that emerged this weekend threatens to open a conflict scenario with prepaid because it establishes the obligation for signatures contribute 20% of the fees they charge their clients to the Solidarity Redistribution Fund (FSR) that finances the operation of the system.

Until now, the FSR was only funded by 15% of the contributions made by workers and employers to union social works, resources administered by the Superintendency of Health Services (SSS) and which are mainly used to finance highly complex treatments. , high-cost medications and services for the disabled.

Sector sources consulted by Clarion They warned about the imposition of a new contribution to the Fund by private medicine companies and hinted that these companies could file a claim in court against that decision. “Today prepaid companies do not contribute to the Fund, They can request protection because they consider that a new tax is being imposed by decree“, they explained in the activity.

Meanwhile, from the CGT, the leader José Luis Lingeri assured that The underlying problems of the health system are not solved with deregulation to incorporate prepaid companies and that the Mandatory Medical Program must be rethought.

“The deregulation of social works has already been in place since the 1990s. The free choice rule excludes the worker from having to remain in his original social work for a year and now he can do so without completing that period in the new one. activity to which they enter”, indicated the union member and added: “On the other hand, prepaid medicine is incorporated on a voluntary basis, for this, the worker must register in the social works registry of the Superintendency of Health and will have to provide the 20% to the FSR”.

“The triangulation that was made between social and prepaid works will be eliminated, and this was an issue long requested by the CGT. Now the worker will be able to directly make the contribution to the prepaid if he chooses that,” the leader explained.

He stated, on the other hand, that the exclusive issue of concern for the medical providers who manage the unions continues to be the exponential increase in expenses for transportation services and education of the disabled which, as he specified, currently “they take 90% of the resources of the Solidarity Redistribution Fund.”
