The auditor of the Federal Intelligence Agency (AFI), Cristina Caamano, will present this Monday in the federal Justice of La Plata a criminal complaint with the contribution of audiovisual material that accounts for a meeting in mid-2017 in which businessmen from the construction of that city and former officials of the Buenos Aires government of Cambiemos that converged According to the presentation, they met to “promote an investigation” against Juan Pablo “El Pata” Medina.
“In said audiovisual material it will be possible to observe the organization of a strategy to promote an investigation in which the prosecution of various people linked to union practice is achieved, centralized in the construction activity carried out in the City of La Plata”, highlighted the AFI intervener in the complaint to which she had access Clarion.
It is, according to sources, a meeting that would have taken place in one of the Banco Provincia offices on June 15, 2017, three months before Medina, at that time the strong man of the UOCRA in La Plata, was arrested by order of the judge of Quilmes Luis Armella, accused of conspiracy, aggravated duress and extortion. He was released in February this year.
According to the complaint, the directors of the UIA of Greater La Plata, the business chamber of urban developers and the association of local construction SMEs with officials from the government of María Eugenia Vidal, the mayor, participated in the meeting. Julio Garro and the legislator Juan Pablo Allan.
The protagonist of the meeting, which was conspicuously recorded and which, according to Caamaño’s presentation, was found last week for “organization and maintenance tasks of computer inputs in use”, was Marcelo Villegas, former Minister of Labor of the Province. It is, according to the material, who leads the conclave.
An undersecretary of the Ministry of Justice and Roberto Gigante, then Buenos Aires Minister of Infrastructure, also appear, but in a very secondary role: he does not intervene in the meeting – he only appears in society -, he is uncomfortable and leaves before the end.
“The scheme is as follows: we need to pre-constitute a series of elements to promote a legal case. It is promoted with the testimonies of about ten people that we are already working on them. The presentations that you make to us as institutions. With that, a judicial instance is given volume (…) We have checked with the Attorney General’s Office, the Prosecutor’s Office, with the judge that this is going to work, “says Villegas in one of the passages of the meeting.
And he adds: “We have made the decision as a government, when I say government it is national and provincial, and municipal, to begin to definitively resolve the problem we have in relations with the UOCRA, La Plata section.”
He was right: the arrest of Medina, in September of that year, would be transformed into a state policy for both Mauricio Macri and Vidal. It was the hypothesis that the unionist always paid for. In that sense, the Government’s complaint now benefits him directly.
The truth is that, at that point, in La Plata, the union methodology of “El Pata” had construction entrepreneurs in suspense. Consulted for this note, both in the surroundings of Garro and Senator Allan assured that many of them attended “crying” desperately asking for a solution to the issue.
They also remarked that they remembered the meeting, they didn’t know it had been filmed, but that was not the only one. It did catch their attention that it now comes to light.
“Julio never hid it and the Judiciary looked the other way. Building in La Plata was 30 or 40% more expensive than, for example, Berazategui. The businessmen asked to please release Medina’s hand, who participated in the political acts of (Daniel) Scioli or of the mayor (Juan Pablo) Bruera “, underlined collaborators of the communal chief.
Along the same lines, they abounded in Allan’s environment: “The meeting was not reserved or secret, it was one more, institutional”. Villegas, for his part, did not reply to this newspaper’s query.
In the case of the former minister, beyond the fact that Caamaño’s complaint points to possible irregularities being investigated, his verbiage is surprising. “If I could have, and this I will deny anywhere, a Gestapo, an onslaught force to end all the guilds I would. Now, the laws are the laws, I have to modify 10,430, get stability from the public employees of the Province, something that in 100 years a grandson of mine will see it, “Villegas is sincere, without knowing that it would be recorded.
