The welfare development poles, one of the last priority projects of President Andrés Manuel López Obrador, will require a demand for 11.31 million cubic feet per day (MMcfd) of natural gasand your provider will be PEMEX Industrial Transformationhe pointed out in an interview Abraham David Alipi Menageneral director of the National Center for Natural Gas Control (CENAGAS).
“The natural gas that will supply this project will not be importedbut nationalwould come from the southeastern part of the country, mainly from the Burgos field in Tamaulipas and other fields, the supply will be guaranteed,” he said.
The poles of development are made up of 10 industrial parks that they will enjoy tax incentives and not fiscal to install industries that generate value, for which they intend to be one of the pillars to detonate the development of certain regions of the southeast of the country. This project is part of the Transisthmic Corridor.
The spaces that will demand more natural gas are those of Ixtepec City and Santa Maria Mixtequillawith 1.5 MMcfd, both located a few kilometers from the capital of Oaxaca.
The manager announced that the companies that seek to establish themselves in these 10 industrial parks have different vocations, such as electronics, semiconductors, automotive, auto parts, transport equipment, medical devices, metals and petrochemistryamong others.
Aldo Silva Cortés, general coordinator of planning and design of strategies for the development of the Trans-Isthmic Corridor, explained that since last June 5 the guidelines that must be followed by companies interested in participating in these tenders were published.
Companies that manage to win a tender could obtain discounts of between 50 and 100 percent of VATas well as various tax benefits.
Initially, the concessions could be given for two yearswith a possibility of extension of five years.
“They will think that it is a short time, but what we are looking for is that the participants establish an investment proposal for that period, and if they comply, the idea is that the property is sold at present value,” he said.
The first public tender will be held at the end of June 2023while the decision of the first tender and a second public tender will be carried out in October 2023. The decision of the second public bidding will be in February 2024.
The first tender will include the Coatzacoalcos I and II, Texistepec, San Juan Evangelista, San Blas Atempa and Salina Cruz industrial parks, while the second tender will include the Matías Romero, Asunción Ixtaltepec, Ciudad Ixtepec and Santa María Mixtequilla parks.
Regarding the Interoceanic Corridor of the Isthmus of Tehuantepec, it was reported that the ‘backbone’ of the railway project called ‘Z line‘, already presents a 78 percent progress, and it is expected to be completed in August 2023. This section is made up of 227 km of tracks, 82 bridges, 290 drainage workswhich required an investment of 19 billion pesos.
The developments of the ‘FA line and k‘, these are expected to be completed during the first quarter of 2024 and the fourth quarter of 2024, respectively.
They go for seven days of storage
On the other hand, the general director of CENAGAS affirmed that they will look for the country’s natural gas storage I managed to reach the seven dayssince currently, the storage oscillates 2.5-3 days.
“Japan has 90 days of storagebut they are not gas producers like Mexico, so our storage needs are different, in any case, we follow the initiative of President López Obrador to have energy sovereignty”, he detailed.
He explained that seven days could be more than enough for a country like Mexico, since the last natural gas crises that the country suffered lasted a maximum of five days, as was the case with the Texas frosts in February 2021.
“We can’t invest a lot of money in storage infrastructure either, since it would be reflected in a higher rate, we must do it gradually, otherwise it would create a problem,” he said.
