Haryana Staff Selection Commission (HSSC) has got relief from the Punjab and Haryana High Court regarding the ongoing constable recruitment in Haryana. During the hearing of this case on Tuesday, the High Court has declared the percentile formula implemented by the Commission as completely correct and error-free.
The petition filed by Rakesh Sihag and others challenged the December 2020 advertisement regarding appointment to the posts of both male and female constables. During the hearing, the High Court has rejected all the petitions.
The petition challenged the process of scrutiny of the written examination, saying that according to them, it had been changed by adopting the normalization method of evaluation (percentage formula), which was not mentioned in the advertisement. Senior Deputy Advocate General Shruti Jain, appearing for the Selection Commission, had argued that there is a difference in the selection criteria and the method of evaluation. There is no challenge to the criteria of the selection process in the present case. The Commission clarified that the selection for the post of Male and Female Constables has been strictly followed as per the criteria laid down in Rule 12.6 of the Statutory Service Rules – Punjab Police Rules 1934, mentioned in the advertisement dated December 31, 2020.
The High Court said on Tuesday that nothing has been added to the percentile. The sum-percentile formula calculates exactly the same scores at the same time. The High Court has also agreed with the Commission’s observation that in the selection criteria laid down by HSSC, 80 per cent weightage was given to knowledge test and written examination, while 10 per cent weightage each was given to economic status and additional qualifications. On this basis the candidates were shortlisted to appear in the Physical Screening Test as well as Physical Measurement Test and after that those who were qualified were called for Document Verification.
