CPF, MaPrimeRénov’, gas price: what changes on May 1st

HASprice increases, changes in the functioning of certain aids… like every beginning of the month, this 1er May introduced several new features into the lives of the French.

Overview of what to remember.

The professional training account becomes paid

Starting this Wednesday 1er May, the use of the personal training account becomes chargeable. Beneficiaries of this savings system intended for employees will now have to pay 100 euros to be able to follow training using the system, capped at 5,000 euros.

The opening of the My training account platform in 2019 enabled the growth of the CPF, thanks to which 2 million files were partly financed for the year 2021 alone. The measure should enable savings of 200 million euros in 2024.

The average price of gas increases

Since June 2023, gas no longer has a regulated price, leaving suppliers free to set theirs. In April, the average benchmark price per kilowatt hour of gas was 0.10914 euros for cooking and hot water and 0.08792 for heating. These figures will respectively be increased to 0.11061 euros and 0.08940 euros. In 2018, more than half of apartments were heated with natural gas in France.

Curfew for minors in Nice and Béziers

Thursday April 18, Gabriel Attal gave a speech focused on authority to close his first hundred days as Prime Minister. This would be “too often challenged” by a “minority of adolescents” according to the tenant of Matignon, who wanted to create “a real burst of authority” to reverse a “form of spiral of subsidence” of it .

In response, the mayor of Nice Christian Estrosi (Horizons) decreed the establishment of a summer curfew for minors in the city. From 1er May, children under 13 will not be able to go out between 11 p.m. and 6 a.m. In Béziers, led by far-right mayor Robert Ménard, and in Pennes-Mirabeau, a commune in Bouches-du-Rhône, elected officials took identical measures.

Registration on the electoral lists

Because it’s Labor Day time, the 1er May is a public holiday. Enough to give you time to register online on the electoral lists for the next European elections, which take place on June 9. If you miss the mark, don’t panic. It is still possible to complete the procedure at the town hall until May 3.

Application of the increase in revaluations of social benefits

1er April, several aids paid by the Family Allowance Fund (CAF) were revalued by 4.6%, the rate of inflation over one year in September 2023. The RSA, as well as the education allowances of the disabled child, the activity bonus, family allowances, the back-to-school allowance and the birth or adoption bonus are concerned. However, these increases come into force on May 6.

Simplification of MaPrimeRénov’

Later in the month, the Ma PrimeRénov’ system evolves. From May 15, the energy performance diagnosis (DPE) will no longer be mandatory for insulation work or changing a boiler. On the other hand, owners of houses classified F and G, which constitute the category of “energy strainers”, can receive aid to renovate their properties.

Doubling of the doctor’s out-of-pocket cost

Also on May 15, the increase in patients’ flat-rate contribution to their care comes into force. This fixed medical contribution constitutes the costs which are covered neither by Health Insurance nor by supplementary health insurance. It will now cost two euros, compared to only one previously, for consultations and medical procedures (excluding hospitalization). Minors and pregnant women are among those exempted. At a time when the executive is faced with a significant deficit in public finances, the reform should make it possible to save more than 400 million euros per year.

Deadline for tax returns

This month of May also sees the deadline for filing your taxes. If you complete a declaration on paper you have until May 21. If you declare online and live in departments 1 to 19 or abroad, you have until May 23 at midnight. You have until May 30 for the online declaration if you live in departments 20 to 54. For the remaining departments, it will be until June 6.
