To deal with complaints of alleged corruption in tehsils and sub-tehsils of Haryana, the Revenue Department is now busy making elaborate arrangements. All tehsils and sub-tehsils will be equipped with CCTV cameras. Action will be taken against the officials who unnecessarily delay in the matters of registry. The entire process will be monitored from Chandigarh. On the other hand, during the last four years - 2017 to 2021, action has also started in about 65 thousand registries under the violation of Rule 7A of the Urban Area Development Act.
According to sources, the government is preparing to take action against 156 registry clerks and 381 patwaris in case of irregularities. Actually, all of them were given show cause notices after the report of the Divisional Commissioners. Due to non-satisfactory reply to the notice, now further action will be taken against them. It is believed that they can be chargesheeted under Rule-7. Job can also be lost under Under Rule-7. On behalf of the Revenue and Disaster Management Department, the District Deputy Commissioners have been asked to take action.
Similarly, show cause notices to 133 Joint and 97 Joint Sub-Registrar were also issued by the department. Most of the answers have been received, they are being compiled. After this, departmental action is also likely to be taken against them. It has been decided to install CCTV cameras in tehsils to deal with middlemen i.e. ‘brokers’. Instructions have also been issued for this. Although there are already CCTV cameras in many places, but now the DC has been asked to ensure that all the cameras remain in smooth condition.
The application will be out of the Navis registry process.
To prevent corruption in the tehsils, there is a preparation to exclude the petitioners from the registry process. By updating the website of Revenue Department, 25 types of proforma related to land will be made available on it. Buyers or sellers of land in these proforma will be able to apply online for registry by giving complete details themselves. Till now, the registry process starts only after the file is prepared from the petitioner. This is where the corruption game begins. The entire registration process will be done online. No application will be required for this. Only buyers and sellers and officers of Tehsil will be involved in this. The process of collecting tokens for the registry has already been made online. Not only will 27 Tehsildars, 33 Naib Tehsildars and 16 DROs, who were charge-sheeted on the charges of irregularities in the registry, not only be changed, but strict action will also be taken against them.
Scrutiny of registries between 2017 and 21
After the disclosure of rigging in the registries during the Corona period, under Rule-7A, the registries from 2017 to 2021 were investigated. During this period of about four years, 65 thousand 577 registries were found wrong. The maximum violation of rules occurred in Gurugram. Rules were ignored in 18 thousand 358 registries in Faridabad division, 10 thousand 849 in Rohtak, 9 thousand 774 in Karnal, 2 thousand 864 in Ambala and 1016 in Hisar division.
